      Objective:

      1. In the role of IT Director of a large international university you aim to implement a Learning Management System (LMS) for the entire university. 
      2. The University consists of 21 colleges and schools and several administrative units.
      3. You will establish the strategic objectives, budgets, quality standards, technology considerations, administrative needs, content strategy, software development and rollout of the entire project.
      4. This will be a huge game-changer for the entire business of the Instituition - because it will change all aspects of the business. 
      5. It will be a major USP of the university, it will change the complete student lifecycle - enrollment, education, administrative tasks and tools.

      3. Security: Role Based Access Control (RBAC), Encrypted student data
      4. Social Media: Integration with Open Access framework, Open Badges
      5. Accessibility: Compliance with W3C – Web Accessibility Initiative (WAI)
      6. Integration (with existing systems): Student Information System (SIS), Accounting Software, Outlook Server

      Project Plan Design/Philosophy

      • Complete "soup-to-nuts" plan required. So you will start with defining the objectives
      • Every phase should be reviewed, revised if necessary - and approvals sought
      • You have decided upon "Waterfall" based development/implementation methodology
      •  It has been already decided to go with Open Source tech stack (Moodle LMS has been finalized)
      • Quality (Testing functions), non-functional requirements, documentation - are of great importance
      • Engage Vendors wherever possible - both digital and otherwise - to minimize inhouse effort
      • Launch iteratively to maximize "learnings"
      • Migrate digital content that is available in SCORM format
      • Handover to maintenance team should be done at the end
